As you may know, the Department of Health and Aged Care is launching the Support at Home program, which will replace the current Home Care Packages (HCP) program from 1 July 2025.

In this article, we’ll provide an overview of the key features of the new program and explain what it means for you, so you can feel confident and informed. At this stage, the Government is still working on the finer details of the program and things may change. We are providing the below information summarised from the Department of Health website and we encourage you to visit it regularly to ensure you stay on top of the information.
What is the Support at Home program?
The Support at Home program is designed to build on the strengths of the current HCP program by offering even more support to older Australians who wish to remain independent at home. This new program has been introduced following the Royal Commission into Aged Care Quality and Safety and will focus on delivering better services, more equitable access, and additional funding to help you live comfortably and safely at home.
No worse off principle for Australians already in Aged Care
One of the most important features of the Support at Home program is the "No Worse Off Principle." This ensures that if you are already receiving aged care services, you will not be required to contribute more than you do under the current Home Care arrangements. This principle provides certainty and peace of mind for everyone currently in the system. Here’s what it means for you:
- When you transition to Support at Home on 1 July 2025, you will keep the same level of funding you currently have and any unspent funds will be retained.
- If you are receiving a Home Care Package, are on the National Priority System, or have been assessed as eligible for a package as of 12 September 2024, your contributions will remain the same or be lower than what you would have paid under the Home Care Packages program.
- Should you eventually move to residential care, you will stay on your current contribution arrangements unless you choose to move to the new Support at Home program model.
This principle ensures that you are not disadvantaged by the changes, and you can continue receiving the care you need without worrying about increased costs.
Key features of the Support at Home program:
1. Seamless Transition for Current Clients: If you are currently receiving care under the Home Care Package program, you will be automatically transitioned into the Support at Home program without any disruption to your services. Your level of care will remain the same, and you will not need to undergo any reassessment unless your needs have changed.

2. Expanded Support and Funding: The new program will increase the level of support available to you. If your care needs grow over time, you’ll have access to more funding and services to ensure you continue receiving the care you require. For example, the maximum annual funding for in-home care will increase from $61,440 to $78,000. This means you’ll have access to higher levels of care if needed.
3. Assistive Technology and Home Modifications: One of the exciting additions to the Support at Home Program is the Assistive Technology and Home Modifications (AT-HM) Scheme. This scheme will provide upfront funding for assistive devices and home improvements, such as installing handrails or providing walking aids, to help you stay independent. With funding of up to $15,000 for these improvements, you will no longer need to save up for these items, making it easier to access them when needed.
4. More Transparent Costs: The new program will have capped prices for all services, ensuring that costs are fair and transparent. You will receive a quarterly budget to help you keep track of your spending and ensure your funding is used efficiently.
5. Support for End-of-Life Care: For those who may need additional care during their final months, the new End-of-Life Pathway provides up to $25,000 over three months to help those who wish to spend their final days at home, surrounded by loved ones. This pathway ensures that you and your family will have the support you need during this important time.
6. Restorative Care Pathway: The program will also offer a Restorative Care Pathway, designed to help you regain strength and independence. With access to up to 12 weeks of allied health services, this pathway can help prevent further decline and allow you to stay active and healthy for longer.
What does this mean for you?
If you are currently on the HCP program, your funding will automatically be transferred to the Support at Home program at a level equivalent to your existing care package. There will be no interruption to the services you receive.
